MONROVIA, Liberia — The National Insurance Corporation of Liberia (NICOL) has strengthened its technical expertise in engineering and infrastructure insurance after its Marketing Manager, Baron A. Russ, completed an international professional training program.
Russ represented NICOL at a three-day technical seminar held in Accra, Ghana, from September 14–16, 2026. The program was jointly organized by Ghana Reinsurance Plc (Ghana Re) and Société Commerciale Gabonaise de Réassurance (SCG-Ré), bringing together insurance professionals from several African countries.
The training examined the role of insurance in financing and protecting major infrastructure projects, with particular attention to Contractors’ All Risks (C.A.R.), Erection All Risks (E.A.R.), Professional Indemnity (PI) insurance and bond coverage.
Participants were exposed to practical approaches for identifying, evaluating and managing risks associated with large-scale construction and engineering projects.
The sessions were led by Pooba Mahalingam, a Singapore-based regional risk consultant with more than three decades of professional experience in insurance and risk management. Mahalingam has worked extensively on engineering-related risks across Africa, Asia and the Middle East.
At the conclusion of the seminar, Russ received a Certificate of Completion. NICOL said the knowledge acquired is expected to strengthen its ability to handle corporate, engineering and infrastructure-related insurance business as opportunities in Liberia continue to expand.
NICOL Acting Managing Director Abdullah S. Swaray said the Corporation considers continuous professional training essential to developing the expertise needed to meet the country’s changing insurance demands.
“As Liberia enters a period of increased infrastructure development, NICOL must continuously strengthen its technical capacity to properly understand, assess and provide insurance solutions for major projects,” Swaray said.
He added that the experience and knowledge gained from the program would support NICOL’s efforts to effectively serve its clients and partners.
The Corporation also highlighted regional and international cooperation as an important avenue for strengthening professional standards and technical capabilities within Liberia’s insurance sector.
According to NICOL, continued engagement with reinsurance institutions and other industry partners will help expand knowledge-sharing opportunities while preparing local insurance practitioners to respond to the risks associated with infrastructure and economic development.
NICOL expressed appreciation to Ghana Re and SCG-Ré for facilitating the training and providing insurance professionals from across Africa with an opportunity to exchange knowledge and strengthen their technical competencies.
