NCBAL President James L. Hinneh Backs LRA Time Release Study, Announces Capacity-Building Initiative for Customs Brokers

Monrovia, Liberia – The President of the National Customs Brokers Association of Liberia (NCBAL), James L. Hinneh, has reaffirmed the association’s commitment to supporting customs reforms and improving trade facilitation following the official launch of Liberia’s National Time Release Study (TRS) Report.

The report was launched by the Liberia Revenue Authority (LRA) in partnership with the World Customs Organization (WCO) and UK International Development during a ceremony held at the Liberia Chamber of Commerce in Monrovia.

Representing the private sector at the event, Mr. Hinneh described the Time Release Study as a major milestone for Liberia’s customs and trade sector. He noted that the internationally recognized assessment, developed by the World Customs Organization, measures the time required for goods to move from arrival to release, helping identify operational bottlenecks, improve customs procedures, facilitate legitimate trade, and strengthen domestic revenue mobilization through greater efficiency and transparency.

Mr. Hinneh commended the Liberia Revenue Authority and its international partners for undertaking the study, expressing confidence that its findings and recommendations will guide meaningful policy reforms, modernize customs administration, improve the ease of doing business, and contribute to Liberia’s long-term economic development.

Reaffirming NCBAL’s support for ongoing customs modernization efforts, Mr. Hinneh pledged the association’s continued collaboration with the Liberia Revenue Authority and other key stakeholders to promote compliance, uphold professional standards, and strengthen lawful revenue collection.

As part of that commitment, he announced that the National Customs Brokers Association of Liberia is preparing to roll out a series of professional training programs designed to enhance the technical knowledge, ethical standards, and operational skills of customs brokers nationwide.

According to Mr. Hinneh, the initiative seeks to improve service delivery, increase professionalism within the customs brokerage profession, and support the creation of a more efficient, transparent, and competitive customs environment.

He emphasized that sustained collaboration among government institutions, the private sector, and development partners remains essential to building a modern customs system capable of promoting trade, attracting investment, boosting revenue generation, and advancing Liberia’s national development agenda.‎
