MONROVIA, Liberia – The Ministry of Local Government has officially submitted its January–June 2026 Mid-Year Performance Report to the Cabinet Secretariat through the Independent Verification Team (IVT), reinforcing the Government of Liberia’s commitment to monitoring institutional performance and promoting accountability across public institutions.
The submission is part of the national performance management framework championed by President Joseph Nyuma Boakai, which is designed to improve governance by ensuring ministries, agencies, and commissions remain focused on achieving measurable outcomes and delivering quality services to citizens.
Under the government’s performance assessment system, public institutions first conduct internal evaluations of their progress toward agreed targets. These reports are then reviewed by the Independent Verification Team, which validates the reported accomplishments before a comprehensive institutional appraisal is completed.
The Ministry entered this year’s review following an impressive 91 percent performance score in 2025, a result that ranked it among the country’s stronger-performing government institutions.
The verification exercise brought together the Ministry’s leadership and technical personnel. Representing the Ministry were Deputy Minister for Local Government and Decentralization, Edward K. Mulbah; Assistant Minister for Research, Policy and Planning, D. Emmanuel Wheinyue; Assistant Minister for Legal and Traditional Affairs, Cllr. Losene F. Bility; and Chief of Staff in the Office of the Minister, Samuel F. Johnson, who attended on behalf of Minister F. Sakila Nyumalin, Sr.
Technical representatives from several divisions also participated in the exercise, including officials from Training, Procurement, Finance, Legal Affairs, and other departments responsible for implementing, monitoring, and reporting on the Ministry’s programs.
The report outlines accomplishments recorded across numerous units, including Administration, Finance, Human Resources, Procurement, Training, Legal Affairs, Customs Services, the Gender Unit, and the Research Department.
During the presentation, the Research Department highlighted initiatives carried out under its mandate, including activities related to sector clearance and other institutional responsibilities.
The Ministry reaffirmed its determination to meet its strategic objectives, strengthen institutional effectiveness, and continue advancing its mandate in support of improved local governance and service delivery throughout Liberia.
The January–June 2026 performance report will contribute to the government’s overall performance evaluation process, which concludes with a final assessment of participating institutions. Agencies that demonstrate exceptional results are expected to receive national recognition for their achievements.
Through this exercise, the Government of Liberia continues to reinforce its focus on accountability, transparency, results-based management, and enhanced public service delivery across all sectors.
