Legal Expert Kanio Bai Gbala Contribute To Liberia’s Draft National Tolling

Monrovia, Liberia – Renowned Liberian legal practitioner Cllr. Kanio Bai Gbala has announced his contribution as the Legal Expert on the World Bank-supported technical team that developed Liberia’s Draft National Tolling and Axle Load Control Policy and Practical Guidance Note, a landmark policy document currently undergoing national validation.

According to Cllr. Gbala, he played a leading role in developing and presenting the Legal and Governance Framework, which provides the legal and institutional foundation for the proposed reforms aimed at strengthening the country’s road infrastructure management and transport governance.

The draft policy seeks to establish a modern tolling system and axle load control mechanism designed to protect Liberia’s road network from premature deterioration caused by overloaded vehicles while ensuring sustainable financing for road maintenance.

Reflecting on his involvement, Cllr. Gbala emphasized that nation-building extends beyond serving in government, noting that professionals also contribute by applying their expertise to shape policies and legal frameworks that strengthen institutions and support national development.

He described his participation in the policy development process as both an honor and a demonstration of his commitment to Liberia’s growth, stressing that effective legal and governance structures are essential to protecting public infrastructure and promoting sustainable economic development.

The World Bank-supported initiative forms part of broader efforts to improve Liberia’s transport sector through sound policy reforms, enhanced institutional capacity, and stronger regulatory frameworks. The draft policy is currently undergoing national validation with key stakeholders before its eventual adoption and implementation.
