MONROVIA, LIBERIA — The Ministry of State for Presidential Affairs, through the Cabinet Secretariat, has conducted a midterm performance assessment of the Civil Service Agency (CSA), as part of ongoing efforts to improve accountability, documentation, and results-based management across Liberia’s public sector.
The one-day assessment brought together officials of the Cabinet Secretariat and the CSA to examine the Agency’s progress toward established institutional targets and review evidence supporting achievements reported under the government’s Performance Management System (PMS).
The exercise was designed not only to measure progress but also to determine whether reported accomplishments are backed by adequate and verifiable documentation.
Speaking during the review, CSA Director for Strategic Planning, Research, Monitoring and Evaluation, Isaac Gorvego, said government institutions are expected to provide credible evidence for activities and results submitted through the PMS.
According to Gorvego, such evidence can include assessment findings, planning and implementation documents, project reports, photographs, and other records capable of demonstrating that reported activities were actually undertaken and produced the stated results.
The CSA presented documentation covering its performance-planning and target-setting processes, in addition to reports and supporting materials related to ongoing institutional programs and projects.
Gorvego said the assessment also exposed areas where some reported accomplishments require additional documentation to establish their progress and results.
He stressed that completing an activity is only one part of performance management, noting that institutions must also maintain proper records and report their achievements in a manner that can be independently verified.
“You can do your best, but if you are not documenting and reporting it, nobody knows what you are doing,” Gorvego said.
While acknowledging progress made by the CSA in several areas, the Director identified evidence collection and proper documentation as areas that require increased attention by the Agency.
The findings and feedback from the midterm exercise are expected to assist the CSA in addressing identified gaps and strengthening its performance ahead of the government’s annual assessment later this year.
The review was attended by Acting Director-General of the Civil Service Agency, Hon. Edwin K. Jallah, and forms part of wider government efforts to strengthen institutional performance, transparency, accountability, and results-oriented management within Liberia’s civil service.
