Rep. Samson Q. Wiah Advances Bill to Establish Sinoe University

MONROVIA, LIBERIA — Representative Samson Q. Wiah of Sinoe County Electoral District #2 has advanced a legislative proposal seeking to transform Sinoe Community College into a chartered university, with the House of Representatives referring the bill to three committees for review.

The referral was made Tuesday, October 27, 2026, during the fifth day of sittings in the third quarter of the third session of the 55th Legislature.

The proposed legislation seeks to repeal the 2015 Act that established Sinoe Community College and replace it with a new law establishing Sinoe University and providing the institution with a formal charter.

Following the reading of the communication, the House Plenary forwarded the bill to the Committees on Education; Ways, Means and Finance; and Good Governance for review and submission of a report within two weeks.

The proposed university is intended to strengthen higher education opportunities in Sinoe County and beyond by expanding access to tertiary education, improving academic capacity, and promoting research and innovation.

The legislation also seeks to establish a comprehensive legal framework for the institution’s governance, administration, academic operations, and long-term development in line with applicable laws and national education policies.

If enacted, the proposed law would provide the institutional foundation for Sinoe Community College to transition into a university, subject to the provisions and requirements of the legislation.

The three committees are expected to examine the proposal and submit their findings to Plenary, which will determine the next steps in the legislative process.

The bill’s referral marks an initial stage in the House’s consideration of the proposed establishment of Sinoe University. Further action will depend on the outcome of the committee review and subsequent deliberations by lawmakers.
