MONROVIA, Liberia — The Liberia Revenue Authority (LRA) has intensified efforts to strengthen the professional capacity of its workforce through a strategic partnership with Tanzania’s Institute of Tax Administration (ITA), with a focus on establishing the foundation for the proposed LRA Tax Academy.
A six-member team of ITA specialists is currently in Liberia collaborating with the LRA’s Human Resources Division, particularly the Training and Capacity Development Unit, to conduct a comprehensive assessment of staff competencies and identify critical skills gaps within the institution.
The assessment is expected to inform the development of specialized curricula, training modules, and practical learning materials aligned with the evolving requirements of modern tax and customs administration.
The partnership also features a Training-of-Trainers (ToT) component designed to prepare selected LRA personnel to serve as in-house trainers. The initiative is intended to strengthen internal knowledge transfer, promote continuous professional development, and ensure that capacity-building efforts remain sustainable beyond the current intervention.
LRA officials say the collaboration forms part of broader efforts to develop a highly skilled, professional, and adaptable workforce capable of responding effectively to the changing demands of revenue administration.
The initiative is supported by the World Bank through the Governance, Reforms, and Economic Transformation (GREAT) Project, reflecting continued efforts to strengthen institutional systems and human-resource capacity within Liberia’s revenue administration sector.
The envisioned Tax Academy is expected to provide a structured platform for continuous learning and professional development, ultimately contributing to improved efficiency, accountability, and service delivery across the LRA.
