Liberia Reports US$1.139 Billion in Revenue as LRA Unveils Major Institutional Reforms in Egypt

CAIRO, Egypt — Liberia’s domestic revenue performance and ongoing tax administration reforms have taken center stage at an international tax conference in Egypt, where Liberia Revenue Authority (LRA) Commissioner General James Dorbor Jallah presented the country’s progress in revenue generation, institutional accountability, and digital innovation.

Jallah made the presentation during the 2026 Annual Meetings of the African Tax Administration Forum (ATAF), where he participated in a panel discussion examining different approaches to domestic resource mobilization across Africa.

Providing an overview of Liberia’s revenue performance, the LRA Commissioner General reported that collections had increased from approximately US$612 million to US$1.134 billion. He further disclosed an additional US$5 million carried forward, bringing the combined reported amount to US$1.139 billion.

Beyond the revenue figures, Jallah outlined five areas central to the Authority’s reform programme: leadership, technology and data management, compliance enforcement, customs and tax administration, and institutional integrity.

He also disclosed that 46 LRA employees were dismissed in 2025 for fraud and other forms of misconduct, underscoring the Authority’s position against corruption and breaches of professional standards.
As part of the presentation, Jallah introduced participants to the Authority’s digital service initiatives, including its public revenue dashboard, which provides access to collection statistics and downloadable reports.

He also highlighted Fatu, a virtual taxpayer contact centre assistant developed to make tax-related information and assistance more accessible to the public.

Speaking on the broader revenue agenda, Jallah emphasized that effective domestic resource mobilization depends on institutional credibility, transparent financial administration, technological investment, and improved engagement with taxpayers.

The session, held under the theme “Domestic Resource Mobilisation: Differentiated Pathways for a Diverse Continent,” brought together tax officials and development experts from Egypt, Angola, The Gambia, Mauritius, and Vienna University.

Participants examined practical approaches to expanding domestic revenue generation while taking into account the different economic realities, institutional structures, and administrative challenges facing African countries.

Liberia’s presentation placed emphasis on the relationship between revenue growth, institutional reforms, and the use of technology to strengthen tax administration.
