Change Agent Network Founder Charged Over Alleged Property Double-Sale

MONROVIA, Liberia — Liberia’s National Police have charged Eric Wilise Wowoh, founder and executive director of the Change Agent Network, following an investigation into an alleged property transaction involving a United States-based couple.

Police allege that Wowoh received US$18,741 toward the purchase of a property in Rock Church Community, Dauzon, Margibi County, before the same property was subsequently sold to another buyer.

The property consists of approximately 2.03 lots of land and a structure under construction, according to a police charge sheet dated October 6.

Dispute over property transaction

The complaint was filed with the police Crime Services Department on September 11 by Rebekah Acquah and her husband, John Acquah, who live in Rhode Island. They were represented by lawyer Stephen B. Lavellah of Kailando and Associate Law Firm.

Police said the couple entered into an agreement with Wowoh in December 2024 to purchase the property for US$30,500, with US$5,500 allocated to the land and US$25,000 to the house.

Investigators said they examined bank transfers, Cash App transactions and other electronic payment records relating to the transaction.

According to the charge sheet, Wowoh also provided the couple with property documents, including administrator, warranty and transferred deeds. Police said the documents were handed over in February 2025.

The investigation further states that Acquah paid US$482.34 in taxes connected to the property through the Liberia Land Authority.

Police allege property was later sold

The central allegation in the case concerns what happened to the property after the initial transaction.

Police allege that Wowoh later retrieved the property documents from a location identified in the charge sheet as “the Arcade” and subsequently conveyed the property to another buyer.

Investigators say the alleged resale, despite the earlier transaction with the Acquahs, forms the basis of the criminal case.

The police document reviewed for this report does not contain a detailed response from Wowoh or his legal representatives to the allegations.

Criminal charges filed

The charge sheet records Wowoh’s arrest on September 16, 2026, at Liberia National Police headquarters.

Police subsequently charged him with theft of property/receiving money under false pretenses and criminal conveyance of land, citing Sections 15.5 and 15.23 of Liberia’s Revised Penal Code.

The case has now been forwarded to court.

The allegations against Wowoh have not been proven in court, and he is presumed innocent unless and until found guilty through due legal process.
