Liberia Poised to Reach US$1 Billion in Domestic Revenue as LRA Rolls Out Ambitious Five-Year Strategic Plan

Monrovia, Liberia – Liberia is edging closer to a historic achievement in public finance as the Liberia Revenue Authority (LRA) projects that domestic revenue collections will surpass US$1 billion for the first time in the country’s history. The milestone reflects years of reforms aimed at strengthening tax administration, improving customs operations, and expanding the nation’s capacity to generate revenue from internal sources.

The announcement was made alongside the unveiling of the LRA’s 2025–2029 Corporate Strategic Plan, a comprehensive roadmap that will guide the institution’s priorities and operations over the next five years. The strategy is intended to build a more efficient, transparent, and technology-driven revenue administration capable of supporting Liberia’s long-term economic development goals.

Speaking on the significance of the milestone, LRA Commissioner General James Dorbor Jallah said the Authority’s progress demonstrates the positive impact of sustained reforms implemented over the past several years. He noted that stronger tax compliance, improvements in customs administration, greater operational efficiency, and the adoption of modern revenue collection systems have all contributed to the country’s rising domestic revenue performance.

According to the Commissioner General, achieving the one-billion-dollar mark would represent more than a financial accomplishment. It would signal Liberia’s growing ability to finance its own development agenda through internally generated resources, reducing reliance on foreign assistance while strengthening national economic resilience.

The new five-year strategic plan focuses on several key areas designed to improve the country’s revenue administration. Among its priorities is accelerating the digital transformation of tax and customs services by introducing more technology-based solutions that simplify tax payments, improve record-keeping, and increase operational efficiency.

Another major objective is expanding Liberia’s tax base by encouraging more businesses and individuals operating in the informal economy to register and comply with national tax laws. The Authority believes that broadening the tax net will increase government revenue while ensuring that the responsibility of financing national development is shared more fairly across the economy.

The strategy also places significant emphasis on taxpayer education and voluntary compliance. Through expanded public awareness campaigns, community engagement, and improved customer service, the LRA intends to strengthen public understanding of tax obligations and encourage citizens and businesses to fulfill their responsibilities willingly.

Institutional reforms also form a central part of the strategic framework. The Authority plans to enhance transparency, accountability, and good governance within its operations while continuing to build the capacity of its workforce through training, professional development, and improved organizational systems.

According to the LRA, the strategy directly supports the Government of Liberia’s broader objective of increasing domestic resource mobilization to finance national development priorities. Stronger revenue performance will provide government with additional resources to invest in critical sectors including education, healthcare, road construction, agriculture, energy, water and sanitation, and other essential public services that improve the lives of Liberians.

Despite the optimism surrounding the projected milestone, the Authority acknowledged that sustaining strong revenue growth will require continued commitment from taxpayers, stronger enforcement measures to combat tax evasion and smuggling, wider adoption of digital technologies, and ongoing institutional reforms. The LRA also plans to deepen collaboration with businesses, development partners, and other government institutions to strengthen compliance and improve service delivery.

Officials believe the successful implementation of the 2025–2029 Corporate Strategic Plan will position the Liberia Revenue Authority as a modern and efficient institution capable of supporting the country’s economic transformation. As Liberia moves closer to collecting more than US$1 billion in domestic revenue, the milestone is expected to mark an important step toward greater fiscal independence, stronger public institutions, and sustainable national development.

The LRA maintains that continued innovation, accountability, and partnership with taxpayers will be essential to sustaining this momentum and ensuring that increased domestic revenue translates into tangible improvements in the quality of life for all Liberians.
